Reacções às declarações do Ministro da Agricultura e do Ministro da Administração Interna

O Movimento Verde Eufémia vem por este meio expressar o seu contentamento, no que diz respeito às reacções provocadas ao nível político pela acção realizada no passado dia 17 Agosto de 2007, em Silves.

No entanto, é importante realçar que o Ministro da Agricultura não se tem demonstrado disponível para iniciar um debate verdadeiro e participativo sobre os transgénicos, assumindo uma posição pro OGM completamente desequilibrada. Isto vai de encontro às declarações feitas pelo Ministro da Administração Interna que pretende criminalizar o grupo de activistas, cujo único objectivo é o de criar um espaço para o debate das várias opiniões da sociedade civil sobre os transgénicos. Colocamos a questão “quais os interesses que estão a ser servidos?”

É incompreensível que no discurso do Ministro da Agricultura não seja feita a mais pequena referência ou levantada qualquer dúvida que tenha em consideração as ameaças da tecnologia dos transgénicos evidenciada por numerosos actores na comunidade científica.

A ciência está pelo menos dividida relativamente a esta matéria (ver referências abaixo apresentadas). Como pode um Ministro da Agricultura, sendo um dos responsáveis pela Saúde Pública que é suposto representar, afirmar flagrantemente “não existe problema, está comprovado cientificamente” (Público 21-08-07)? O Ministro da Agricultura não tem o direito de assumir o seu ponto de vista como sendo a verdade, enquanto ignora por completo a divergência de opiniões que existe na comunidade científica. Ao nível regional e local estes riscos são geralmente melhor compreendidos. A região do Algarve, que por essa razão foi declarada Zona Livre de Transgénicos pela Junta Metropolitana do Algarve, em 2004, representa um bom exemplo da situação acima mencionada. Este compromisso político resultou de associações dentro da sociedade civil, no sentido de defenderem os seus direitos ecológicos e a sua saúde como consumidores. Será o gabinete do Ministro da Agricultura assim tão longe dos cidadãos que aquelas vozes desconcertantes não chegam aos ouvidos de Jaime Silva? Ou será que ele gosta apenas de tocar a solo? De qualquer das formas seria bom perceber quais os interesses que estão a ser servidos pelo ministro. Estará o Ministro da Agricultura a proteger os cidadãos ou a servir os interesses do lobby da indústria da Agro-Biotecnologia?

Outra tentativa de evitar o início de qualquer tipo de debate vem da parte do Ministro da Administração Interna. O Ministro da Administração Interna foca o seu discurso na criminalização da acção em todos os seus aspectos. A esta altura já deveria estar bem claro, através dos comunicados feitos por nós anteriormente, que a destruição da propriedade privada não é um fim por si só. Rui Pereira categoriza a acção como de “eco-terrorismo soft” (SIC Notícias a noite, 21.08.07). Uma vez que os nossos interesses envolvem meramente o fomentar da discussão associada aos riscos relacionados com os transgénicos, o único fundamentalista que poderá ser identificado no debate será o seu colega Jaime Silva. Os nossos interesses revelam-se mais claramente através das afirmações de Costa Lima, porta-voz do comando-geral da GNR: “Não foi necessário recorrer à força, porque assim que os agentes [em desvantagem numérica] ordenaram a paragem da acção de destruição, os activistas obedeceram, sem mostrar resistência” (Diário de Noticias, 21-08-07).

Seria muito simples sermos rotulados de terroristas. Infelizmente, esta acção é o que é necessário para despoletar uma discussão sobre os riscos ambientais, sociais e de saúde trazidos pelos transgénicos.

O desenrolar dos acontecimentos tem vindo a demonstrar que a não revelação das nossas identidades foi uma precaução necessária tendo em conta a contra-reacção do Estado. Consideramos qualquer opinião, desde que bem fundamentada, uma contribuição valiosa e a ser incluída no debate. Esperemos que todos os actores que tenham vindo a criticar os OGMs no passado aproveitem esta oportunidade gerada pela acção do Movimento Verde Eufémia para fazerem as suas vozes serem ouvidas, independentemente de concordarem ou não com o acto do corte de uma pequena parte do primeiro cultivo transgénico na região do Algarve.

Na introdução de Judite de Sousa falou-se que o Ministério da Administração Interna pediu ao Ministério Público uma investigação aos incidentes. O Movimento responsável pela destruição de uma parte do campo considera desproporcional esta posição e que apenas lutaram pelos interesses das pessoas.

We, as the “Verde Eufémia” Movement, would like to answer to some of the articles that have appeared in the national media concerning our action that involved the cutting down of a small portion of the first transgenic crop in the region of Algarve. We consider that the readers were deprived of some information, and some mistakes were created.

First of all, our decision to apply direct action and civil disobedience strategies, that can be considered as radical, can only be understood considering it within the context of the current situation regarding GMOs in Portugal.

The whole region of Algarve was in Portugal the first zone free of transgenics, after the declaration by the “Junta Metropolitana do Algarve”, in 2004. This means that all community councils in Algarve opposed themselves against the culture of GMO’s in agriculture. This measure was taken with strong support from local environmental groups, farmers and citizens. Even so, transgenic cultures were introduced in the region by the private enterprise of one farmer.

If the legal State is unable to protect the common good, we think that civilian movements need to organize themselves and act with conscience and responsibility, to re-establish the necessary order. In our view, all political and judicial measures in the attempt to defend the welfare, social and environmental rights of its citizens have been exhausted, which made us consider as a last option the application of strategies that go beyond legal boundaries of the state. Strategies of civil disobedience have thus become a necessary tool to make adequate changes.

In the history of GMOs, the policies and laws of the European Committee and Portuguese Government clearly haven’t been serving the interests of it’s citizens. The last community directive about the certification of Biologic Agriculture, allowed products to contain up to 0,9 % of transgenics. We consider this to be a violation of consumer rights, since this kind of certified products is the only warrant that consumers have in order to choose food free from GMOs. It has been proofed that these organisms are a threat to the health of its consumers, to the environment and that they compromise the social rights of the farmers that choose to plant GMO’s, as well as to who practices conventional and biologic farming.

On the publication “Organismos Geneticamente Modificados e Agricultura” (Azevedo, 2007), are numbered several independent studies that show:

- breaks in the production of transgenic cultures, compared to conventional ones, leading to the payment of fines by the biotechnology companies (Monsanto vs. US Farmers, Report from the Center for Food Safety- CFS, 2005);

- increase in the costs of production with the use of pesticides, during the appearance of resistant insects, super-plagues or secondary plagues (The Case for a GM-Free Sustainable World, Independent Science Panel, June 2003) and with the impossibility of storing seeds to the next years, making thus necessary to buy them yearly;

- increase in production costs for the conventional and biologic practices in order to stop the easy contamination bytransgenics (”Al grano; Impacto del Maiz trangénico em Espana”. Greenpeace and Amigos de la Tierra report, August 2003);

- fines and indictments imposed to farmers, by biotecnology companies, that saw they’re cultures contaminated by neighbor transgenic ones or for returning to conventional practices, after using geneticaly modified seeds (Monsanto vs. US Farmers, report from the Center for Food Safety- CFS, 2005);

- a decrease in the fertility, time span and even death of cattle fed with transgenic products (Mortality in Sheep Flocks after Grazing on Bt Cotton Dields Warangal District, Andhra Pradesh. Report of the Preliminary Assessment, April 2006).

This facts show us that Portugal and EU policies referring to the production and commerce of transgenics serve, in our view, the interests of the GMO industry and not of the citizens that they should protect.

It is also necessary to underline some of the statements made by the farmer José Menezes that declared himself to “starve to death” if his field was to be cut down. Some corrections are necessary. The farmer is known for using for large scale intensive farming for several years, and of planting GMOs since 1 year only. This is in fact a contradiction, since the large majority of farmers in Portugal uses traditional and small scale methods, and also self-support themselves.

We remind that the destroyed surface certainly hasn’t exceeded 1 hectare in a field of 50 hectares, so the loss of profit won’t weaken his future survival. It’s also important to remind that in the several attempts to establish a conversation with the farmer, biological seeds were offered to him, in order for him to replant all his production, in case he wants to abandon transgenic cultures.

Furthermore, we don’t understand in what facts are based the allegations in which some of the protesters had used physic violence against the farmer.

We repeat, just like in our first press release, that we have no intention of harming the farmer in any way, renouncing totally and kind of physical aggression. Although it is possible to understand to some extent the emotional reaction by the farmer and his colleagues during the action, in the attempt to protect his cultivated property from being cut-down, it was the activists that were physically attacked by the farmers in a violent way, as we can see in the television filming. Our principles of action as Verde Eufémia Movement are clear: a non-violent attitude towards living beings and strategies and a behaviour based on a de-escalatory attitude during the action. In this way we deny that any kind of physical violence has been applied by any of the activists.

We also would like to remember the words of the GNR (national guard) commander - Bengala, that confirmed that “all went along in a civilized way”. We would like to compliment the adequate way in which the authorities acted after their arrival on the site, after the cut-down and faced with activists leaving the field by their own initiative, while being attacked by the farmers.

We remind that there is support from the local population and biological farmers to the intention of keeping the region of Algarve free from transgenic contamination.

Hopefully, after this reaction, some details have been made clear. After this press release, we also hope that more citizens stand up in our name and cut-down other transgenic fields in Portugal.

Movimento Verde Eufémia: Reacções às notícias de imprensa

Nós, como Movimento Verde Eufémia, gostaríamos de responder a alguns dos artigos que apareceram na comunicação social nacional acerca da nossa acção envolvendo o corte de uma pequena parte do primeiro cultivo transgénico na região do Algarve. Consideramos que os leitores foram privados de várias informações e alguns equívocos foram criados.

Antes de mais, a nossa decisão de aplicar estratégias de acção directa e desobediência civil, que podem ser entendidas como radicais, só pode ser compreendida à luz da corrente situação referente aos OGM em Portugal.

Toda a região Algarvia foi a primeira zona livre de transgénicos em Portugal, depois de declarada pela Junta Metropolitana do Algarve, em 2004. Isto significa que todos os concelhos do Algarve se opuseram ao cultivo de OGM na agricultura. Esta medida foi tomada com forte apoio de associações ambientalistas locais e nacionais, de agricultores e de cidadãos. Mesmo assim, foram introduzidos na região cultivos transgénicos por iniciativa privada de um agricultor.

Se o Estado legal é incapaz de proteger o bem comum, julgamos que os movimentos civis necessitam organizar-se e actuar com consciência e responsabilidade, para repôr a ordem necessária. No nosso entender, foram esgotadas todas as medidas políticas e judiciais na tentativa de defender os direitos de bem-estar, sociais e ambientais dos seus cidadãos , o que levou a considerarmos como única restante opção a aplicação de estratégias que vão para além das fronteiras legais. Estratégias de desobediência civil tornaram-se uma ferramenta necessária para produzir mudanças adequadas.

Na história dos OGM, as políticas e leis da Comissão Europeia e do Governo Português claramente não têm servido o interesse dos seus cidadãos. Destaca-se o último regulamento comunitário sobre a certificação de Agricultura Biológica, em que os produtos podem conter até 0,9 % de transgénicos, o que entendemos ser uma violação dos direitos do consumidor, dado que este tipo de produtos certificados era até agora a única garantia que os consumidores tinham para escolher alimentos livres OGM. Foi também provado que estes organismos são uma ameaça para a saúde dos seus consumidores, para o ambiente e comprometem os direitos sociais dos agricultores que escolhem cultivar OGM’s, bem como de quem pratica agricultura convencional e biológica.

Vários estudos independentes têm vindo a atestar os argumentos que o Movimento Verde Eufémia apresenta:
- quebras de produção de culturas transgénicas, comparadas com as convencionais, levando ao pagamento de indemnizações pelas empresas de biotecnologia (Monsanto vs. US Farmers, Relatório do Centro para a Segurança Alimentar- CFS, 2005);
- aumento de custos de produção com o uso de pesticidas, perante o surgimento de insectos resistentes, super-pragas ou pragas secundárias (The Case for a GM-Free Sustainable World, Independent Science Panel, Junho de 2003) e com a impossibilidade de guardar sementes para os anos seguintes, necessitando de as comprar anualmente;
- aumento de custos de produção nas práticas convencionais e biológicas com as estratégias para travar a fácil contaminação por transgénicos (Al grano: Impacto del Maiz trangénico em Espana. Relatório da Greenpeace e Amigos de la Tierra, Agosto 2003);
- multas e condenações imposta aos agricultores, pelas empresas de biotecnologia, que viram as suas culturas contaminadas, por culturas transgénicas vizinhas ou por voltarem às práticas convencionais, depois de uso de sementes geneticamente modificadas (Monsanto vs. US Farmers, Relatório do Centro para a Segurança Alimentar- CFS, 2005);
- diminuição da fertilidade, tempo de vida e até morte de gado alimentado com produtos transgénicos (Mortality in Sheep Flocks after Grazing on Bt Cotton Fields Warangal District, Andhra Pradesh. Report of the Preliminary Assessment, Abril 2006).

Estes factos indicam-nos que as políticas de Portugal e da UE referentes à produção e comercialização de transgénicos, em nosso entender, servem os interesses da indústria OGM e não os dos cidadãos, que por elas deveriam ser protegidos.

Além disto é necessário sublinhar algumas das afirmações proferidas pelo agricultor José Menezes que declara “morrer à fome” se o seu campo fosse ceifado. São necessárias pelo menos algumas correcções. O agricultor é conhecido por usar agricultura intensiva de larga escala já desde há vários anos e de plantar OGM apenas desde há 1 ano. Isto é de facto uma contradição, já que a larga maioria dos agricultores em Portugal usa métodos tradicionais e de pequena escala, e não parecem ter grandes problemas em se auto-sustentar.

Relembramos que a superfície destruída certamente não ultrapassou 1 hectare num campo de 50 hectares, pelo que a perda de lucro não debilitará a sua sobrevivência futura. É importante também realçar que nas várias tentativas de estabelecer diálogo com o agricultor, lhe foram oferecidas pelo Movimento Verde Eufémia sementes biológicas equivalentes a toda a sua produção, caso pretenda abandonar o cultivo transgénico.

Seguidamente, não entendemos em que factos são baseados as alegações de que alguns dos manifestantes tenham usado violência física contra o agricultor. Repetimos, tal como no primeiro comunicado de imprensa, que não temos qualquer intenção de prejudicar o agricultor de qualquer forma, especialmente renunciando à agressão física. Embora seja possível de certa forma entender a reacção mais emocional por parte do agricultor e dos seus colegas durante a acção, na tentativa de proteger da ceifa a propriedade cultivada, foram no entanto os activistas os atacados fisicamente de forma agressiva pelos agricultores, como se pode ver em filmagens televisivas. Os nossos princípios de acção como Movimento Verde Eufémia são claros: uma atitude de não-violência perante seres vivos e estratégias de redução da intensidade de conflitos que surjam durante a acção. Desta forma negamos categoricamente que qualquer violência física tenha sido aplicada por qualquer dos activistas.

Realçamos também as palavras do comandante Bengala da GNR confirmando que “tudo correu de forma civilizada”. Gostaríamos de elogiar a forma adequada em como a autoridade actuou à chegada ao local depois da ceifa simbólica terminada e se deparou com os activistas saindo do campo por sua própria iniciativa, embora atacados fisicamente pelos agricultores.

Lembramos que há apoio da população local e de agricultores biológicos à intenção de manter a região do Algarve livre de contaminação transgénica.

Esperamos que depois desta reacção, alguns pontos tenham ficado clarificados. Depois deste comunicado, esperamos também que mais cidadãos se levantem em nosso nome e ceifem outros campos transgénicos em Portugal.

Action of civil disobedience against the first transgenic field in the GMO Free Zone of the Algarve

On the 17th of august the “Movimento Verde Eufémia” will go into action of civil disobedience, aiming at the first transgenic field in the GMO Free Zone of the Algarve. We will go in the actual mowing of the crop. Our purpose is to re-establish the democratic, moral and ecological order, which is constantly undermined by the policies of the European Commission and the Portuguese government.

This year the first GMO field ever has been planted in the Algarve Region in Portugal. Already years before the planting of his GM corn there has been strong opposition from civil society against the cultivation of GMOs in the Algarve. This includes social and environmental organizations, farmers and a public opinion that is in general against the cultivation and consumption of GM crops. Also from the political field opposition was made. As a result the Algarve was the first GMO free zone in Portugal declared by the Junta Metropolitana do Algarve already in 2004. On the level of the municipalities over time motions have been passed rejecting the cultivation of GM crops on their territory.

The arguments against GMOs are situated on different levels. For the consumer, the few independent studies that were carried out, indicate that they can induce allergic reactions, cancer and other long term negative effects, which have not been studied profoundly yet. Introducing GM crops in agriculture produces effects that are irreversible. The modified genes quickly start appearing in other crops, on other field and in other species, a process which is impossible to prevent. Besides that the cultivation of transgenic may induce cumulative effects, since the appearance of weed resistant to herbicides and insects resistant to insecticides until the death of organisms that do not form any danger to the agricultural crops, going along with the appearance of multiple forms of ecological and instabilities. The major study about the effects of transgenic in the environment as published by the British government in 2003. It came to the conclusion that cultivating GMOs is a lot worse to wild life than conventional agriculture. North-American farmers that chose to cultivate GMOs already understood the disadvantages: higher expenses on seeds, more consumption of pesticides, closing international (and even local) markets, products that are less profitable because they are GMOs. Because of genetic contamination, biological farmers are forced to emigrate or change profession. Insurance companies are not willing to secure transgenic cultures because of the high risks involved. Lloyds, one of the major insurance companies allocated GMOs in the same financial risk level as acts of terrorism. The use of GMOs implies that farmers are forbidden to use second generation seeds produced by their own crop. This is an assertion for the seed selling companies to continue their business the next year. Already tens of farmers in the US have already been convicted in tribunal, having used second generation seeds without authorization.

Despite the strong opposition within layers of civil society and from local authorities against GMOs the policies of the Portuguese Government and the European Commission constantly disrespect the moral and democratic right of those opposing actors to ban GMOs from their fields and their plates.

For this reason an informal group of peasants, ecologists and concerned citizens have gathered to take direct action with the aim to re-establish the democratic, moral and ecological order. The movement that we are now starting will go under the name “Movimento Verde Eufémia”, in homage to the peasant struggle against the former Portuguese fascist regime.

The struggle of Caterina Eufémia and the peasant movement of which she was part aimed at defending the rights and the well-being of peasant communities. Our movement will continue this struggle in the context of new appearing threats, namely the agro-biotechnology sector and their powerful lobby.

On the 17th of august we will take action of civil disobedience, mowing the first GM field in the Algarve, located near the city of Silves with the purpose of keeping the Algarve a GMO free region. With this action we will exercise the right according to Article 66 of the constitution… The mowing will be supported by a parade to provide visibility to the action and will be with music, theatre and other artistic and political expressions. While this type of action, involving the mowing of a GM field, will be happening for the first time in Portugal, it will certainly not be an isolated case in Europe. Other groups have been mowing GM fields in several EU countries already. With this action we will follow their example to safeguard GMO Free Zones all over Europe.

We would like to state that we intent no harm to the farmer who for one or another reason chose to cultivate GM crop. Therefore, we propose the farmer to convert to organic farming. For this we offer organic corn seed for the area that is now being planted with GM corn.

We call upon associations within civil society and all concerned citizens to join this civil disobedience movement by mowing existing GM crops in the country. We want Portugal free of GMOs!

We invite the press and all interested people to be present at the meeting point just before the action.
